Pelosi On The $3.5T Tax-&-Spend Bill: “The Dollar Amount, As The President Said, Is Zero”

Is Nancy Pelosi saying that the $3.5T they plan to spend is equivalent to zero, or perhaps the $28.43T in debt the U.S. has, as of August 2021?
